Millstream Meadows

Millstream Meadows is located approximately 10 km north-northwest of Victoria in the District of Highlands. Millstream Meadows is a 32 acre site with a history of being used as a landfill for septic discharge dating from approximately 1941. The site was in private hands from early 1941 until 1972. The Province acquired, owned and operated the site for a brief time in 1974, after which the Capital Regional District (CRD) was licensed to operate the site until 1984.

On March 29, 1984, the lands were transferred to the CRD for $1.00, subject to an agreement that the site be used for a sewage lagoon only. The site was previously used to deposit septage and can only be used for that purpose as outlined in the 1984 agreement held between the Province and the CRD. The CRD would like to maintain ownership of the site for redevelopment/ operational purposes and is in negotiations with the Province to amend the 1984 agreement. A Memorandum of Understanding between the Province and the CRD has been drafted to facilitate discussion regarding this issue. Identified contaminants on site include:

  • Metals;
  • Hydrocarbons;
  • Household debris;
  • Construction refuse;
  • Auto parts;
  • PCB's;
  • Sewage; and
  • Oil waste
The Province, the CRD and the District of Highlands continue to work cooperatively on this Brownfields Pilot Project.
